There shall be elected on the first Tuesday in April of each odd numbered year a mayor and one-half of the number of council members as hereinafter set forth in this section. There shall be elected on the first Tuesday in April of each even numbered one-half the number of council members as hereinafter set forth in this section. The mayor shall hold his office for a term of two years or until his successor is qualified. There shall be two council members elected from each ward within the city and except as otherwise provided herein. They shall hold their office for a term of two years or until their successors are qualified. One council member from each ward shall be elected in each odd numbered year and the remaining council members in each ward shall be elected in each even numbered year. Council members elected in 1968 shall have terms expiring in 1970. Council members elected in 1969 shall have terms expiring in 1971.

At all city elections the polls shall be open at 7:00 a.m. and close at 7:00 p.m., unless different hours are set and publicly announced by the county election officer.

(a) The term of office for newly elected city officials shall commence with and include the first regular meeting of the governing body following certification of the election by the county election officer.
(b) Every person elected or appointed to city office, before entering upon the duties of such office, shall take and subscribe an oath or affirmation as specified in K.S.A. 54-106, and amendments thereto, and every such oath or affirmation shall be filed with the city clerk.
